How is it locked? SIM lock? Asking you for 4 digit unlock code? Asking you for AppleID account and password?  Carrier won't allow phone on system?

DId your daughter make sure the phone had a clear IMEI before purchasing?

If you are not careful, many phones on eBay and Craigslist are lost or stolen phones and can never be activated.
