During the activation process you were asked to set up a passcode.   If you say no, it pops up a small notice, "are you sure you don't want a passcode, recommended".   Do you remember entering a code?

if not, the only option is to restore the phone with iTunes And start over.

Is this a brand new iPhone 6. When you set up your phone and set up your fingerprint reading, you are asked to enter a 4 digit numerical code. This is the code it wants. You could not have set up your fingerprints without entering this code.

If you are just turning this on for the first time and get this, you did not get a brand new iPhone 6, but one that someone else already set up.
