No carrier in Canada?

I'm in Canada (in montreal) with my iPhone 6s and the phone can't connect to a carrier. I've turned off the CDMA and I've tried bell, rogers and telus as possible carriers, but none work. For the past 4 years I've been using my iPhone 5 while in montreal and there's been no trouble automatically picking up a carrier (usually telus or bell). What should I do to make this fancy new phone work as an actual telephone? Super frustrating.

You need a local SIM card. Or you need to enable roaming, and that's only if there are still roaming agreements with the local carriers.

I've never needed a local SIM card before - as recently as October I was here with my iPhone 5 and everything was fine.
