i can't send iMessages to android users  anymore.  Bounces back as undeliverable.

You can't send iMessages to Android devices. Unless you meant regular text messages versus iMessage. iMessages will only go to other iDevices.

Here is what I'd suggest and what I do.. if you don't already have this setup and are using an iPhone as your smartphone device. Article: Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

Set up SMS and MMS with Continuity

  1. You need iOS 8 or later on your iOS devices and OS X Yosemite or later on your Mac.
  2. Sign in to iMessage with the same Apple ID on your iPhone, your other iOS devices, and your Mac.
  3. On your iPhone, go to Settings > Messages > Send & Receive. Add a check to both your phone number and email address. Then go to Settings > Messages > Text Message Forwarding and enable the device or devices that you want to forward messages to.
  4. Look for a code on the Mac, iPad, or iPod touch that you enabled. Then enter this verification code on your iPhone.

Note the piece about "Text Message Forwarding" would be done on your iPhone. In my situation I have my iPad and iMac setup to send/receive messages. This allows for my same phone number to be used between all 3 and keeps my conversations the same.

Is this an option that would work for you? The reason I say is I'm not sure an LTE / 3G iPad with an active SIM allows you to send native messages outside of iMessage. I can't remember as I've always used the Text Message Forwarding option. Let us know. Thanks!

Thank you!  Fixed issue in 5 seconds.  I have always been able to text android users from my iPad until just recently.  I went by the Verizon store last week and they fixed the problem in minutes but this morning it was back…maybe because I did a software update on iPhone this morning? Anyway, thank so much for your instructions and prompt reply.

No problem. Thanks for letting us know it resolved the issue. Very strange. I'm guessing that is what you had setup and it reverted back for some reason to the vanilla setting. Strange but glad it solved your problem. Happy holidays!
