Offered 579 promo on trade in - is it true?

I used the chat service to make some changes to my account - agent said I qualified for 579 off a new iPhone on a trade in (and change to unlimited plan) & could upgrade a second iPhone for $200 trade in. He said the only requirement is the phones need to turn on - one is a 6, one a 7 and both work just fine (but can't make it through the day without a recharge). 

The 6 got wet (3 years ago) and has a faint diagonal line across the screen (it appeared when I turned it back on after letting it dry).  I told the agent that and he said no problem, as long as the phone turns on I get the full credit. (I have screenshot from the chat.) 

Is any of that true? (20+ years with VZW taught me to be skeptical.) 

Is it worth taking the deal - we're on the large 8gb with rollover to unlimited now.  We have 2 iPhones, a home phone, and a flip phone and routinely rolled over data prior to travel restrictions so unlimited data is not a draw. Most of the data use is using my phone as a hotspot when I travel.  Based on the website, our costs will go up $20 month, assuming there are no hidden line fees. (Big assumption... again, not new to this rodeo.)

I wouldn't send a phone in with water damage. Once the phone is inspected and they see that red line from the strip, you'll be charged a damage device fee which will run you $299.

That was my thought (not about the damage fee, just not getting the promised rebate or the phone back) but the guy insisted it did not matter as long as the phone worked (it does), I got the loyalty rebate. 

Will they really give me 579 for the 7?  Or was the guy totally clueless about the loyalty offer?

When I look at the trade in value, it is like $45. I don't want to waste hours each month calling in to get a promised rebate they reneged on.  I'd be better off moving both numbers to another carrier to take advantage of a new line deal.

The guy lied to me about the 579 deal - it was not available to all customers, including me.  😞

I haven't had any upgrade offers in at least a year - only new line offers (and I don't need a new line).
