IF I buy the iPhone 6s now on the two year payment plan and then want to upgrade to the iPhone 7 next year, what happens with the current payment plan?

While the Device Payment Plan is just a new name for the Edge program, I don't believe you can "Edge Up" on the Device Payment Plan. You'd have to pay off the remainder of what you owe on the iPhone 6s and then it's yours to keep and sell and then start a new DPP.
