SIM card on iPhone 4S not under Verizon contract anymore

If my older iPhone 4S is not under any phone carrier contract anymore (was Verizon currently under newer Iphone) is it automatically unlocked and can i use it in Europe with a local simcard? can i use it with any SIM card?

FInd a friend with T-Mobile to AT&T and a phone with micro SIM.  Plug it in and if the 4S works it is unlocked.
