Since upgrading to ios 8.2 from 8.1.3 my phone no longer works reliably. How do I downgrade to 8.1.3

Network access comes and goes at the whim of the phone.  Sometimes cellular data works and sometimes it doesn't.  More often WiFi starts a visible download and then stops.  Sometimes when I stop WiFi and enable cellular data it works - sometimes it doesn't.  I need something that works.  8.1.3

I don't know if it's possible to downgrade to an older version of iOS once you've updated.  I know a lot of people have asked and if memory serves me right, I don't think it's possible...at least not without some tech skills and the risk voiding your warranty...
