New phone. Can't receive calls. All incoming going to VM but can't turn off VM

Dial *73 from your mobile phone to make sure call forwarding is off.

Nope...not call forwarding.

Did you recently port in from another carrier?  If so, could take time to fully port.  If not, call:

yeah if you ported your number you probably didn't provide the correct info and have your number change pending.
