Blue texts mean you're using iMessage, iPhone to iPhone. When the message is green it means it's going out as a regular text message, to something other than an iPhone.
iMessage uses data (a minuscule amount per message) instead of your texting plan. Most folks now have unlimited SMS as part of their monthly plan, but pre-paid users and some folks with legacy plans still have a monthly limit on text messages.
