I get non delivery notice when I try to send message to contacts. Do I need to have cellular on to send and receive

Deanjerie, we want all of your text messages to go out without any issues. How long have you been getting this message? Are all messages getting the "non delivery" notice to all contacts? Which iPhone model do you currently have? Are you not receiving messages? Also, are these iMessages or regular text messages? Please keep me posted. Looking forward to getting this back on track.
