Have you tried a hard reset to see if it works

Press and hold the Home button (big circle below the screen) and the Sleep/Wake button (on top of the iPhone) simultaneously. Hold both buttons until the iPhone

shuts off and begins to restart. Let go when you see the silver Apple logo appear on screen.

I just tried that and it still isn't working. When someone tries to call me it goes straight to voicemail. I can't even call tech support.

How about logging in to your account and chatting with support agent there, I don't see anything about that kind of error, could be a tower problem nearby perhaps. Data and voice/text use different tower technologies so quite possible to have a problem with only voice/text and not data.

Where do you get the 529-5 error?  Is it audibly when you attempt to make a call, when someone tries to call you and when you try to text?

Whenever someone calls me, it's goes to voicemail, but when I try to call out it gives me that error. And I can understand if it was the towers, but it was working just a little while beforehand.
