My family just got converted from Alltel to AT&T, so they got new phones. Can I use an old Alltel iPhone 5s on my verizon account, to upgrade from my 4s?

There were 3 different models of iphone 5 made. Here is an excerpt from an apple support page:
Model number on the back cover:
- A1428: iPhone 5 (GSM model)
- A1429: iPhone 5 (GSM and CDMA model)
- A1442: iPhone 5 (CDMA model, China)
OK, so you need a phone that will work on a CDMA network. So either the A1429 or the A1442.

I think I've heard that the phone has to be born on the VZW network in order for it to work...

A lot will come down to the bands it uses. Alltel was CDMA as well, but while it might work mostly, it won't work completely. When Vzw and AT&T divided up my state's Alltel service 6 years ago, I had to get a Vzw phone to be fully compatible.
