If you're talking in regards of data usage...then yes, whenever you iPad requires the use of data and it's not connected to Wifi, then data will be deducted from your plan amount.  Hope this answers your question....

Is the iPad on the same account as the cell phone? Is this a shared data account? Is it a cellular capable iPad. Is the iPad using data via a hotspot on your cell phone.
