iMessage works but sms doesn't

No matter where I go I can't send or receive text messages , I can only receive iMessages. When I try to send a text it keeps on saying not delivered.

This has always happened and it never got solved. My zip code is 94112.

How long is always? Have you contacted Verizon (via telephone) to have them check your account and troubleshoot the issue?

Is your iPhone set to both SMS on and send and receive should have you phone number checked as well as Apple ID.
