Can I upgrade my iPhone 6+16gb to iphone 6+ 64gb if so how much does it cost on Verizon?

Only if you are in your first 14 days.  Otherwise, full price.  You can trade on line with swappa.com or something similar, then take that money and buy a new or used one with more memory.
