Can I locate a stolen phone if it is in lock mode?  can it be pinged or something?

No battery, no way to send a signal. There was a setting on Find My iPhone that will send a location just before the battery dies. This is turned off by default, so it doesn't help you now. But for others and in the future, turn this on so you get one last location fix before the battery dies.

Did you setup Find My IPhone? If not, then no.

Yes we did. But the battery has died on the phone. So it shows it as offline

Keep trying, if someone has it, they may get it charged up. Then you might see the location.

I agree with Ledsteplin,

I would keep trying to locate it via Find my iPhone...eventually whomever stole it, or the person they sold it to, will power it up and you should hopefully be able to find it then.  Good luck to you...
