Got new Apple Watch, unable to move Number Share plan to it.

Recently purchased a new Apple Watch, unpaired old Watch from the phone and I am trying to setup the new watch with the existing Number Share plan. Everything goes fine until I'm asked if I want to add additional protection to the watch. When I make my selection the page sits there for a few seconds then I'm given a generic error message, "Your request could not be processed at this time."
I've attempted this process numerous times throughout the day with the same result.
