Why bother offering overnight shipping if items aren't going to be shipped?

It's very frustrating to pay extra for next day shipping, and the item not arrive.

The My Verizon app shows that the item has been "Ordered" and that it has been "Shipped", but the UPS tracking shows that the item hasn't even been shipped and that only the shipping label has been made.

Why offer next day shipping if Verizon can't guarantee it?  It seems like a way to get an extra  12.00 to 15.00 out of a customer, on top of a absurd "activation fee" price.

There's a lot of positives to Verizon's service: Plans are reasonable compared to the competition and the coverage is great, but the extra fees and charges for a service you can't even receive might as well be theft.
