Device Unlocking Policies | Verizon
This policy states "Devices that you purchase from Verizon are locked for 60 days after purchase."
"I am assuming this refers to the Purchase, or Delivery Date if purchase was done through Verizon site
Devices that you purchase from one of our authorized retailers are locked for 60 days after activation
However , purchase made from any authorized retailers are locked for 60 Days after activation
For Activation , If I went abroad , am I allowed to activate the iphone using wifi without cellular and just wait for 60 days to pass or do I have to use esim from Verizon to activate and wait for 60 days to unlock, can someone help me and clarifies this and would really appreciate your asistance

That is a great question, Believerguy. I am happy to answer. The phone has to be in the Verizon coverage area (in the U.S.) for the eSIM activation to complete. It will not activate while the phone is physically located outside the Verizon network.

It is always good to know your options for unlocking your device, we'll be glad to help out. In this case, the device has to be active with Verizon service inside the United States to be able to be unlocked. The phone won't be activated if you are travelling abroad, so it will remain locked to the Verizon service. We hope this help clarify your inquiry.

this only if bought through retailers
if bought from verizon site , this will not be the case correct ?!
what if I assign someone within the usa to register the iphone for me through his esim while the phone is actually with me as I am traveling abroad , can this work or not ?!
In other words , is it necessary for the phone with the esim to be in the usa for activation for the first time , Or not ?!

You are correct. Though often 'misunderstood', the policy clearly states--- as you quoted--- that devices purchased directly from Verizon begin their 60-day countdown at PURCHASE. No activation necessary. No need to open the box. (Info from customers on another forum who were comparing their dates, trying to determine whether "purchase" referred to the date of Order, Shipping, or Delivery. The answer seemed to be Ship Date.)
