After downloading ios 7 on 4s

My 4s will not reboot. Tried hard boot and still just sits there with bar barely visible please help. I have waited now for over 30 min with no progress.

I am saddened you are having trouble with your device after the update and I am confident your issue has been resolved since your original post! If not, let's look into this! Try pressing the home and power buttom simultaneously until the apple appears.
