As another user eloquently stated, the problem is Verizon not Apple and I had the exact same problem for 4 months waiting for that elusive tech support call stating it was fixed:

The problem is Verizon reads from a script, then searches a local knowledge base and then bangs head. I asked for this ticket to be escalated but the person needed to keep me on the phone for hours wasting both our time.
I was able to identify the problem and it has to do with registration process of the AppleID and the IMEI with the Verizon backend. Reading from the other posts that once you type in any AppleID on a qualifying phone/plan and enrolled in Apple Music then it takes your free subscription and binds the two together. Apple doesn't see this process only Version does. Now here is the kicker is that they (at least every person I talked) has the know how, ability or access to do this. Clearly this is a Verizon issue. If they could only undo the paring then the enduser could re-sync.
the store manager who signed us up was anxious to be done so accidentally connected 2 of our phone to the same Apple ID.. when it was fixed the new phone can’t get Apple Music because that line is tied incorrectly: I’ve spent untold hours trying to get this fixed...all to no avail. Verizon is about ready to lose a 4 line customer. I don’t need platitudes, I need this fixed!
Verizon has as much to do with your Apple ID as an auto repair shop does selling clothing.
Whenever a new Apple ID is introduced to the mix, Apple is the one to unpair.
Oh if that were only true this problem would have been solved months ago. I have been on at least 5 calls with Apple and there is nothing they can do because the pairing occurred on Verizon’s side. Verizon has incorrectly associated the phone with the wrong Apple ID on their end, the promotion never makes it to Apple. As multiple users have stated on a closed thread.
