The iPad is not capable of receiving calls and text messages natively. You have to sync another phone number from your smartphone to the tablet using your Apple ID or the Verizon Messages+ application.

are you looking to use for phone call and text if yes then make sure ipad has microphone and active on cellular network and has number assigned then you can with a apple id.
or download google voice app and use on wifi
