Can I use 2 sim cards while traveling AND Set the Verizon SIM to Wifi Only, and the local one active?

How can I set my verizon Sim Card to Wifi only while traveling, but keep the local carrier sim card fully active?

I understand you mentioned wanting to use it under Wi-Fi only, and want to get an idea of the services or features you'd still like to have access to.
