Can’t finalize Apple Arcade

 everytime I try to enroll I have this problem; I’ve tried on the app and the web. I’ve spoke with agents and created tickets! What’s the problem?

Yes! Every time I accept the terms and conditions that orange box pops up!

It’s happening after I select the terms and conditions. Right after I select the terms & conditions and select the enroll button the bright orange box pops up.
