Can't make outgoing calls; switched from verizon to Spectrum

I have an iPhone 13 pro. I just switched from Verizon to Spectrum. Now I can't make calls; The issue is on Verizon's end. I keep getting announcement 19. I've done new eSim, restarted the phone, restarted the networks, airplane mode,... all several times. Verizon said it would take about 5 hours, but it's been over 15 hours now.
