Can't receive group messages with an android included; can't send picture messages to android users

I have had this problem for over a year. I have an iphone 16 pro but it was the same with previous phones.  I can't receive group messages if an android is on the chain (i receive the message and all replies as individual texts.) I also can't send any pictures to android users. 

I get the error "Cannot Send Message: MMS Messaging needs to be enabled to send this message." All of my settings are correct. I have spent HOURS troubleshooting with Verizon, done every reset 50 times, gotten a new phone and still have the same issue. They tried to blame it on Apple; I spent HOURS with Apple who then confirmed it's a Verizon problem.

This is absolutely ridiculous. I have 50+ tickets outstanding with Verizon; they always say someone will get back to me but no one ever does so I have to reach out and and start the process all over again, despite whatever "notes" someone has put on my account. This is such a colossal waste of time. I need to switch carriers because whatever deal i have on my new phone is not worth this.

I saw something in the Apple community forums about turning off MMS and then turning it back on.

Is it only with certain Android users where you have the problem, or all Android users?  If it's only some users, then I suspect the problem may be on their end.  If their device doesn't support RCS and your group text is in RCS format, then they can't get the texts.  The latest iOS supports RCS texting format, but if someone has an older phone and/or cannot update their Android to the latest version where they're stuck running on an older Android version, then they can only receive texts in SMS/MMS format.
