Cannot activate replacement phone

Cannot activate replacement iPhone 14.  Cannot use online help because both old and new phone are stuck in “transferring date to IPhone” mode since 11:00Am (now 3’45 pm) and cannot verify to get through to a person to help me.  Help needed.
