What specific issues are you having with your phone? Also, which model iPhone do you have - the XS or the XR? TanishaS_VZW

I have the Xr and I did download iOS 13 last week. I've had apps crash or lock up a few times and the map program locked up once. But otherwise mine is fine. Some complained of a battery drain but mine seems about the same as before, very good for this phone.
Apple will be releasing iOS 13.1 this Friday to repair some bugs, however I haven't read what exactly those bugs are.
Try a soft reset and see if that helps.
And regarding the update being unreliable, Apple always has the new operating on the new phones the day they become available. They didn't have a choice with that deadline. And the new system is always available to current owners also. That's why they have 13.1 in the works. They knew a few tweeks were needed. If you backed up your phone on iTunes before taking the new update, you can revert back to your previous version.
