Did not get the promotions I was promised on 2 iPhones

I  have been a Verizon customer for about 18 years and appreciated the excellent technical and customer service. I just had an experience that was not positive.  I called to see if there were any promotions on getting 2 new iPhones. The rep  said there was a promo for 2 new iPhone 15s for those who have been customers for over 15 years.  That promo credits back the monthly charge of about $23 each month for the required term of 36 months once remaining payments on the current phones are paid.  When I called back, another rep  said that promo was still available, and he  would override the requirement of getting another line. He said that I could also take advantage of another promo of up $415 for each phone, with credits spread out over the term of  36 months if I  bought out the remaining payment on the current two phones and sent them in. When I checked our estimated bill, it was confusing and didn’t seem correct.  Again, I called.  This time I was told that the rep who placed the order did not put in the correct code, and that it couldn’t be corrected until the phones were evaluated. Once I received confirming emails of the evaluations, I called back several times to fix the issues. Someone finally told me that I couldn’t get 2 promos.  I explained that I operated in good faith and that  I would not have sent back the phones if I hadn’t been told by more than person that I could get both promos.  Based on the misinformation I was given and my number of years with Verizon, the rep said her supervisor corrected the issues in the systems. She said I would see one credit for returning a phone on the April bill and one in May and both months would show credits for the monthly charge. For one day everything was correct.  After that  only the monthly charge credit  was showing on the estimated bill of each phone.  This time I was told customer service couldn’t fix the issue and transferred me to a promotions supervisor.  She said I should not have been told that I could get both promos as the system won’t allow it. She also said I cannot get back the 2 phones I sent in. She said there is no one else I can talk to and to send a message through the customer forums. Does anyone have any suggestions for getting back at least something for the  credit I was promised on the 2 phones I sent in?
