I am replacing my current iPhone Xr with a new iPhone 11 that is unlocked and has no SIM. I want to put the XR's SIM in it and then activate, do I need the account owner to activate or can I do it by myself?

Swapping the SIM card activated the phone. You don't need to access the My Verizon account or involve the account owner with a SIM card swap.
