Does my plan extend to Hawaii?

Am I able to use my phone in Hawaii without additional fees/charges?

It's still the USA, so yes

My Verizon chat agent was unaware that Hawaii was in the United States; the agent thanked me for informing him of the fact. Nevertheless, I was referred to International Plans because Hawaii was "at the border." 

Sigh.
