4S download latest IOS and now I cannot connect to WIFI, tried going through a number of steps. Is my only choice to buy a new phone, I cannot do that now.

I appreciate the steps you have taken, dfo. Since you are still unable to connect to WiFi, the next step would be to back up the content, with either iTunes or iCloud, and complete a factory reset. This will erase any content that is not backed up. Please let us know if you see any improvement with these steps: https://support.apple.com/en-us/HT201252

We don't want you buying a new phone at all. Let's get the WiFi to work again so you can continue to enjoy this 4S.
By chance, have you tried to connect to more than one WiFi source?
What happens when you try to connect to WiFi? Is there an error?
Which version do you have now? Go to Settings>General>About>view version

2. wifi options do not show up and when I try to connect manually it says "fail to connect'

Hi Weth, thank you for your reply.
we tried this yesterday, I found this on another members issue in the 4S forum:
"Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.
The phone will power off and turn back on. Upon it powering back on please dial *288 and option 1. Once that has been completed please dial #832 and retest connecting to WIFI. "
still no WIFI options showed on my daughters phone.
she's not ready for an upgrade and will need wifi when she returns to college.
her phone was working great before the 8.3 update.
