I've deleted and re-added both, I've rebooted - nothing has worked. I'd be grateful for any help.
Gmail says Cannot Get Mail. The mail server imap.gmail.com is not responding.
Instagram says Could not refresh feed.

Strange. I'm guessing on this one but at least check the following: Settings > Cellular > make sure that Instagram and Gmail are toggled on (use cellular data for). In the off chance it was toggled off. That is all I can systematically think of. If that doesn't work try a backup to iTunes and then restore to factory. Before you restore from backup try to download the apps in question and see if they work. If they do, it could be something with the backup. Good luck and let us know.
Can you surf to other web pages? If not, or as the next step, Press home and the sleep/wake button together for 10 seconds then let go. This will reboot the phone and fix many connectivity problems.

Thanks, Weth.
I have access to everything else (apps, safari, my work email account) via 3G but not gmail. For instagram i had "Use Cellular Data" turned off so now that works fine over 3G. Gmail is the only thing not responding in 3G mode and it just started happening yesterday.
That was it! Mail wasn't toggled on under Cellular Data. Even though I have 2 other email accounts connecting through fine on 3G, Gmail wasn't so now that Mail is turned on it's working like it used to.
Many thank yous!
Glad I could assist. I know the feeling on how annoying something like that can be. I have only a few items turned off NOT to use cellular such as FaceTime etc. Thanks for letting us know it worked!
