How can I revert to ios 9 for my iphone 6?

My iPhone 6 automatically updated to ios 10 but the updated security does not let me to bypass an unsafe site like it did in ios 9.  I need to revert back to ios 9 which gave me the option of proceeding onto an unsafe site.

iOS 9 is no longer signed by Apple and you cannot go back.
