I bought an iphone 4s locked to verizon. I want to use it in Portugal. How can I unlock it? Is there any fee to unlock?

Contact customer service, there is no fee but there are stipulations, which include, must be active with VZW service for at least 60 days, and be in good standing for 60 days (no past due).
