How to keep a record of all interactions on work phone, internal and with clients?

I have been appointed to implement a solution to keep a record of all interactions, texts and calls, on the work phones provided by the company to employees in field/remote. All devices are Apple. I have looked into Apple Business Manager and different MDMs', had a few demos as well. But they all are limited to app restriction only. They say they cannot monitor texts and calls. Is that something our company can partner with Verizon for? Who would be the contact/department to reach out for Verizon B2B solutions?
