If by STOP you mean stop paying for a data plan then most likely not, as all smartphones on Verizon (including iPhone) require a data plan. If by stop you mean stop data access then Verizon might be able to block the data but you would still be responsible for the data plan, used or not. If your son is in college, I would think data access on his iPhone would be an important part of his academic tool kit so stopping a student's access to the internet on his mobile device does not make sense to me.
