I cannot send or receive photos to or from an android. I have an iPhone 11 Pro

I have an iPhone 11 Pro and cannot send or receive photos to/from an android.  Send as SMS is on, MMS is on, Group messaging in on.  Signed out and in with my Apple id.  I did a force restart, I think I reset network settings.  Nothing has worked. Please help.  I send and receive regular text messages fine.  Photos  are the problem.

I'm sorry to hear you are having an issue with picture messages. Please turn Wi-Fi and iMessaging off. What zip code are you in? Can you use the browser? Can you send a pic to yourself with the Wi-Fi off and iMessaging? -Joe
