I have a phone that is out of contract. How do I get it unlocked so I can switch carriers?

I have an Iphone 5C and the 2-year contract is completed.How do I get it unlocked so that I can switch from Verizon? Their charges are too high and I was told the monthly amount after contract completion would be reduced by $25 per month, but they didn't reduce it at all until I called and asked and then they reduced it by only $15 per month. So I want to switch carriers. How do I unlock it so that I can change carriers.

You only get the $25 discount if you have 6GB or more of data, if you have less than that then it's only $15. Verizon phones are already unlocked.
