I'd suggest turning off data and using it on Wi-Fi whenever possible. The roaming can add up depending on the country. Check out the tool that VZW has.. its a trip planner. International Trip Planner

Unless I'm missing it I don't see the iPad mini 2 listed in the tool but I'm pretty sure it works. I selected the iPad mini 3 and these are the key items:

Like I said it should work with no problem. Just be conscience of how much your using if you do the pay as you go vs. turning off data and using Wi-Fi only. Turn off cellular data by just turning on airplane mode and then toggle on wi-fi if you go that route. Good luck.
