One of our 4 phones had this issue. After going through all of the steps that didn't work, Verizon had me bring this phone to a corporate store who tried a new SIM card. That didn't work. They gave me Apple's number to call. This is a big known issue. Their update ruined the software in that phone. I have to send my phone to Apple and they are sending me a new, probably refurbished one. The guy at Apple said his whole day is spent on this issue.
