Thanks for sharing those details with us faizig6. In order for a device to be eligible to be unlocked it must be active on Verizon for 60-days. In order to check the lock status, and make any attempt to get it unlocked, we would need access to your Verizon account. If you do not have a Verizon account, then the only recourse would be to work back with the seller for assistance.
So we can assist, please be on the lookout for a private message.

Happy Saturday! Being on top of your service is vital, especially if you are managing your equipment. We want to clear things up.
Where was the phone purchased? Where are you trying to use it? What leads you to believe it is locked (what happens when you try to program it/use it)?

Sorry, but the Verizon customer service representatives are correct. To unlock the phone, it has to be used on Verizon's network for 60 days. Not just buy a phone and wait 60 days. From what you're describing, the phone probably was stolen in the past and disposed of. Unfortunately this sort of thing happens all the time. If you can't locate the seller for a refund, you're out of luck.
I'm not a Verizon employee, just another customer trying to help.
