I'm trying to activate my new phone. Apparently it's 9.1, but my latest backup to the cloud is 9.2. How can get my new phone to 9.2.

Set up your new phone as a "New Phone," connect it to Wi-Fi, then update it. Once the phone is updated, go to Settings > General > Reset > Erase all Content and Settings. Once the phone is back at an "Out of box" condition, you can restore your phone.

This works if you have Wi-Fi but don't want to deal with iTunes.

You should be able to connect to your computer and update the new iPhone to iOS 9.2 through iTunes. Then you can restore your data from the backup file you have.
