I paid for the TEP for two iPhones and an iPad. My iPad screen cracked and they’re telling me it’s a $200 deductible instead of the $29 screen repair.

The $29 is subject to availability. If your screen isn't available, it's full deductible. Apple is notorious for giving repair shops a hard time and bricking systems for screen repair. Should have gone with Apple Care instead of Asurion.
