I do not have Verizon account. I purchased an IPhone 14 pro max from Apple and have been using it on T-Mobile as a carrier. Never once has this phone been associated with Verizon
Recently the phone stopped working and we determined it was blacklisted by Verizon. I have tried to reach out their fraud department to prove this was done in error and they continue to claim they can't help me because they have an account that shows "fraudulent activity". I have offered proof that I am the owner of the phone but they are uninterested in helping.
What can I do next?

If the phone was factory sealed and you purchased it directly from Apple where you're the only owner of the phone, seems like you could file a SIM lock appeal providing the proof of purchase tied into the IMEI to remove it from the blacklist. If you purchased the phone secondhand, refurbished, or some such, then it's a potential issue as the phone may have been lost/stolen sometime in the past and has now gotten blacklisted as a result. Only the original owner of the phone can request a blacklist removal.
I'm not a Verizon employee, just another customer trying to help.

How do I file for that Appeal and where do I file it? I have proof of that I purchased a fully unlocked phone directly from Apple.
Verizon is unwilling to investigate whatsoever or accept any proof that I own this phone. They continue to say they can't help from their fraud department.

Deb provided no assistance which should come to no one’s surprise as Verizon is commiting theft and why would they want to be held accountable
