IPhone 6S Contact Transfer to Car

I have an IPhone 6S.  I am trying to sync my contacts on my IPhone6S to my Volkswagen 2017 Passat thru Bluetooth.  When the sync takes place, it only transfers a partial list of my contacts ... not ALL my Contacts.  WHY?
