International service = No Service?

I added global international service to my phone for the period which covered the time we would be traveling.  I have been billed for the service, but the entire time we were gone I had nothing but "No Service".  Could not make or receive calls, send or receive texts, get email, seek support, anything.  Is there some magic way to make sure you actually get the service you're paying for?  It's the second time - last time they credited the charges, but what I want is to receive the service!

Look no further help is here! Being able to use your phone while traveling outside the USA is definitely important, so I understand how you feel.
