WiFi is a great way to keep a phone connected without using data, Howie5. One of the newer changes from Apple's iOS 9 is a feature called WiFi Assist. This basically makes the phone use either a mobile signal or a WiFi connection, whichever is the more consistent connection, and it is turned on by default when on iOS 9. Go to Settings > Cellular, then tap the WiFi Assist switch to turn it off/white. Check that out, then keep us posted on how the connection goes after (such as any errors you might be seeing when connecting).
