I looked in the Phone section under Settings and there is no option for WIFI Calling. Everything I have read says that is where it should be when you upgrade to 9.3.
Anyone else having this issue?

Bummer
BUT, the OP can use a FREE Wi-Fi calling app on his iPhone. It works well but requires a bit of workaround.

I cannot see anything you are writing in the replies.
Hi,
I didn't realize that Verizon wasn't supporting WIFI calling on the 5s. Thats a bummer seeing how other carriers are doing it. That explains why it isn't working. I was trying to avoid buying a network extender for my office in my basement. Either that or need to upgrade to a 6 I guess. Any other workaround for a dead spot?
Or you can upgrade to the new SE, that will have wifi calling in the 5S form factor and with 6S insides. $399 for 16 GB, $499 for 64GB - full cost, no payment plan.
